Evaluation and Decision Process

Holcim (New Zealand) Ltd has worked through a comprehensive investigation of a range of options before proposing a new cement plant at Weston near Oamaru

May 2006
The company announces that it is investigating a wide range of options to ensure it can meet long term growth in demand for cement in New Zealand.

May 2007
Investigations focus on three options:

  • Continuation of the existing Westport plant (with an appropriate maintenance and capital works programme) in combination with supporting imports on a bulk basis
  • Construction of a new cement plant at Weston, near Oamaru
  • A full new replacement dry process cement plant at Westport

Late 2007
Investigation findings result in construction of a new cement plant at Weston, near Oamaru being the company's preferred option.  The company focuses on consenting this option.

During 2010
A number of modifications are made to the proposed Weston Plant layout and design to enhance its clinker manufacturing capacity.  The Company identifies export opportunities throughout the Pacific as a way to strengthen market demand, meaning the plant could operate at capacity from the outset.

Early 2011
The Weston plant proposal goes to parent company Holcim Ltd.  The Holcim Ltd Executive Committee recommends that it goes forward to the Holcim Ltd Board for a decision.

October 2011
The Weston Project is put on hold in light of uncertainty created by the current global economic environment.  We do not expect the project to be reviewed again before late 2012.
